First, add your biggest and most important goals for the year to the first section. Aim high but be realistic - you want to reach for your goals, but you also want to be able to meet them and build confidence in yourself! Clear and effective prioritization is the goal, so try to narrow it down to your top 3-5 goals per section. Also write down a few habits you can create to get closer to your goals.
Then, think of the smaller goals you would need to reach leading up to your big goals, and add them to the quarterly sections - aim high but be realistic on these as well! Narrow these down to your top 3 goals per section and rearrange if necessary.
